Websites page ranking depends greatly on quality linking to relevant websites, especially sites that are already ranking high on the search engine index. Link popularity therefore derive from linking to authority sites in your niche-sites buy the problem is these authority sites don't link you for free, they charge you for linking and it can be expensive.
When links are broken down into relevant categories and hosted it is called a Directory. Examples of Directories are Yahoo and Dmoz and Google to mention a few.
A web directory simply put is a collection of links made available to the general public. Some like yahoo are a collection of professional materials.
The two ways through which you can get listed is either for free or for a one time fee for your website to be listed. Yahoo charges a recurring fee for its commercial listings.
But don't you worry, some web directories will do more than give you link popularity, they offer you niche targeting categories for free
